Climate Change Policy Update

In 1997, delegates of 150 countries met in Kyoto, Japan to discuss climate change and to agree on binding reductions for greenhouse gases. After much debate and discussion, it was agreed that developing countries would continue to adopt the present voluntary reduction targets. In contrast, it was agreed that upon ratification of the Kyoto Protocol that 39 industrial countries would aim, by the years 2008-2012 to meet specific greenhouse gas reduction targets. If the Kyoto Protocol is ratified then signatories from most industrial countries will have to adopt measures such as market-based instruments to achieve its pre-specified target.
The New Zealand Government ratified the Kyoto Protocol in December 2002. Whatever the outcome of the Kyoto Protocol the Government has signalled that it will continue to develop policies to reduce greenhouse gas emissions.
New Zealand's target for the first Kyoto Protocol commitment period is 365 Million tonnes CO2 equivalent. According to the Government with a business as usual scenario New Zealand's actual emissions for the first commitment period will be 14 to 20% higher than this target.
The Government has outlined its climate change policy and an extensive consultation programme has been undertaken in relation to this policy.
